Major social science theories and ethical frameworks for understanding mass violence against civilians; prominent cases of such violence. Normative and legal restraints on killing of civilians; societal cleavages, goals of political leaders, guerilla warfare, effect of organizational or bureaucratic cultures, and regime type.
